Hi Soren, that’s indeed a very interesting discussion.

Two important dimensions are defined:
- Linked Data in the context of data integration. In this case, there *is* money in Linked Data. LOD2 as well as work that we are doing in PwC are only few examples of why Linked Data is a prime technological choice for integrating data, esp. in cases when the data cannot/must not be moved from the source. Data in this case does not have to be open.

- Linked Data as an option for publishing, accessing and querying open data. The whole discussion around data licensing and how this impacts reuse is relevant here. Licensing data is in fact more relevant to “open” in Linked Open Data than to “linked”. So, one could argue that it is not Linked Data as a technology that cannot lead to the much-expected ROI, but it is rather the ignorance, hesitation, lack of expertise of data publishers to select a proper licence for their data that is blocking revenues.

Having said that, I believe that the title of the post is not exactly accurate as open is missing from it.

Hi Sören,
I did not ask “When does this German law apply, given that the Web doesn’t really have borders?” – I had some courses and law and do know the answer to that question. It was Pascal asking this.

What I said was “If this was true” (that data published in Germany on the Web without access control is free to be used as wished) “then no license would be able to take away your rights to do so. Per definition, a license is meant to *grant* you rights, not to restrict them.”
